What is it when you come to a stop and the car won't pull until you turn the car off for a few seconds and then turn in back on? But it has fluid in it.

The fluid inside is being slopped about inside and cannot be pumped out to keep the car running at its usual efficiency. Thus by turning off the car you are giving the fluids time to settle and allow it assume a position inside that allows it to be pumped out.
