It is - unless people change their habits. But it is not obviously wrong for the Mayor to ask one group of people to change their habits for the benefit of another group of people. I am not saying it is necessarily right either - I am not a NYC resident so I cannot judge the respective costs and benefits. But many people believe that many cities swung too far in favour of the car and commuters and against residents and pedestrians. If the pendulum is to swing back to a position more in accord with the feeling of the times (note that I do not say the right position, because I know of no way to judge that objectively), then drivers must suffer from the change. The how and when is a political process, of which the Mayr is a leader.
