When a major football tournament is held in two countries (such as the Euro 2008 Championships), how is it decided which of these will host the final?

    The governing body awards the right to host to the winning nations. At that time the representatives from those nations sit down and come to an agreement with the governing body. At least that is what happened in 1996 when FIFA granted the World Cup to Japan and South Korea. After the announcement was made that those two nations jointly won, then they sat down with FIFA and decided the details such as location of final game, the wording in the logo, etc.
