  • Bribery is used to break rules. The rules, whether were rules against killing or queue jumping, were made for a reason. Bypassing those rules by bribery harms society. Would you like it id someone were able to murder you and then bribe the police to keep quiet. That is an extreme case (and therefore would be very expensive). But smaller cases harm society in lesser ways.
  • Your question, as a general statement, is not accurate. It is generally only illegal to bribe a public figure (e.g. cops, politicians, etc). The reason for this is that public figures are entrusted with a lot of power, and we expect them to act on behalf of the people (not on behalf of the person who bribes them). Bribery is essentially an illegal contract theory. If you bribe your kid with $100 to do his homework, is that legal? Of course, that is just a contract. If you bribe a company by giving them X dollars to give you an exclusive contract, that is nothing more than a contract of X dollars in exchange for an exclusive contract. A bribe is simply a contract. In terms of public figures, a bribe is an illegal contract. The public figure has a duty to act on behalf of the people. We do not allow people to interfere with pre-existing duties.
