Those sorts of issues are almost always decided statutorily on a state by state and city by city basis.

It counts under indecent exposure, to varying degrees. If, for example, you wear ridiculously short pants, so short that 'it' can be seen, you can't be held accountable, and no one will arrest you for it, or try to fine you. Note that they will, in fact, point and laugh.

The criminal laws are mainly based on the intentional actions of a person. if you have to take a personal relief and there is no restrooms available, hiding yourself is not a fraction of law. this is mother nature.

If exposing pubic hair is an intentional act, like trying to be cool or whatever, then, yes, this can be considered indecent exposure.

yes, in all states. Secondly, some states have stricter laws. Some states consider showing your underwear as indecent exposure, such as when hip-hoppers wear the jeans hung low. Also some states consider showing the uppermost butt crack, or butt dimple as indecent exposure, so girls wearing hip hugger jeans are charged.
