My seventeen year old sister just told me that she's pregnant. My mother wants her to have the baby so she could raise it. The problem is my mom is a horrible, mother and an even worse house keeper. Should I take the baby in?

Why does your mother want the child? Why would you consider taking the baby in? If your sister is going to have it, why can't she raise it? Have you explored termination/adoption options?

Given the situation (if I were in your shoes), I'd ask myself, "would I be a better mother than mom? Would I be able to be a mom and give up all of my free time, energy and most of my social life?" If the answer truly is a yes, then I'd take the kid in.

as far as i know, a seventeen year old is perfectly capable of taking care of a baby. if the concern is finishing high school, then sure, let mom take care of the baby during the next year or two while she's at school.

Instead of bailing out your sister who obviously made the choice to have unprotected sex why dont you suggest she take responsibility. Make her raise the kid, get a job to support it etc and you can offer her help and support. You wont do her or yourself any good by taking on the burden of her mistakes.
