They do neither... they are a scam. They are not meant to help with erectile dysfunction. The way they "seem" to work is by temporarily increasing blood flow to make it seem like your penis has grown... but this is all very temporary and not worth the money that it costs to keep up that temp. look. Also, the temp. effect doesn't work on most people at all... there are countless lawsuits going on against these companies.
