It is abnormal for a women to feel actual "arousal" yes - because mammograms are, at best, uncomfortable and for many women are extremely painful. If you are asking if it is normal for a women's body to react with arousal, the only thing that would be normal is if her nipple hardened. That would be based on sensitivity, exposure to cold air (those rooms are usually kept cool) and any possible physical contact. It would not be "arousal" so much as a physical response.
