No. People can make any music they want and there are so many outlets now for listening to music other than the radio (ipod, music websites etc.) that we now have the choice to listen or not.

Sure, Rap certainly has an impact on alot of people in a negative way. Especially teenagers but you have to consider that there are alot of other genres of music such as metal and rock that are just as bad. They may not use profanity as much but they talk about drugs, killing and sex as well.
