By a "lifting magnet", do you mean a horseshoe shaped magnet? If so, they are basically a bar magnet shaped into a U with the North and South poles being that the tips of the shoe. So if you carefully place the horseshoe magnet over the bar magnet, with the poles opposing (North to North and South to South) the two magnets would repel. However, if you were off just a little bit, either or both of the two magnets would want to turn such that the two magnets poles go North to South - at which point they will quickly become stuck together.
