In your country there must be a Spanish Embassy where you can get all the info you like on cost of visa, probably even on companies that operate in Spain. If not they give you the trade and industry or some other contact number that you will get the info from.

Sounds a bit fishy. Here's what I'd do. Tell them to pay for the work permit themselves themselves and then they can deduct it from your first paycheque. Most legitimate companies would have a pretty indepth interview process especially if they were hiring outside of their own country so if this is just a random offer than it's probably a scam.
