You must first apply for a provisional license, which you can do by going to your local post office and saying "Please may I have the forms for a provisional driving license?"
You then send the forms off to the DVLA (the blokes who sort these things out) and provided the forms are correctly filled in, you have included the correct amount of money and you are legally eligible for one, they will send you back a provisional license. (n.b: since you will need to provide a passport for identification purposes, and since it'll take 'em a couple of weeks to send your license to you, make sure you won't be going abroad during the wait.)
Once you have your provisional license, you can take it to a driving school, and provide both the lisence and the ID you used to get it, ask to take the test or for a course of lessons or whatever.
