Because a cucumber wouldn't fit. . My guess is that it is just for looks. And they also taste good with tomatoe juice.

Flavor combination! Celery will release flavor when you stir the juice with it!

I've never had anyone do that...a Bloody Mary, yes, but not plain tomato juice (I wish they would). Celery adds a nice flavor and makes an attractive garnish.
