It means that the person does not finish the sentence, but is either distracted or discouraged.
eg
She said to me " I want to go overseas, but the money is tight and my parents are not too happy to see...."
Not finishing your point... ending your sentence before it is complete.
LOL.. I'm guilty of that all the time.
Usually the conversation just kind of grinds down to a "yeah", "umm", "okay" and the conversation ends without a definitive closing.
At times, lack of ability to concentrate.
It means you start off good and are actually following a train of thought to a logical conclusion when things..start...to...sort of..you know....not seeming as.....uh coherent....and....you.......just......*stop talking*
Or something to that effect. :-)
