My uncle has a piece of steal mesh that he pushes on the glue and slowly pulls down. the glue slides into the mesh and once he has a good grip he slowly pulls the glue free.
i would use a chemical cleaner to prep it called TSP it works good
There is a great solution called DAP sold in most home improvement stores. Mix it with hot water in a small spray bottle and spray it on the glue. Wait a few minutes and use a wall paper scraper to scrape the residue. Be careful as the wall is wet and can scratch or gouge easily. If you are talking about a larger wider area, you may need one of those garden sprayers instead. If that is the case put some old newspapers or towels along the baseboard before you spray and generously wet the wall down and roll your sleeves up to scrape away. Use a wet sponge with fresh water to rinse the wall clean and let it air dry for about an hour before you paint or re-wall paper. This job is not for the faint at heart. More like a weekend project with friends & beer.
Sugar salt wors a treat or vinegar water mix to break up the glue..
If it's really stubborn you can use steam, either from an iron or you can rent a steamer. Get it wet from the steam and use a broad knlfe to scrape it off.... good luck...
Try using a sponge and wetting the old glue down and then you can scrape the excess off with a putty knife.
