Is it illegal to park your car in new york city through out all the five boroughs with your license plate covered by a bumper protector and not get a ticket for it.

As far as I am aware, you are not allowed to cover your plates with anything in NYS. I'm assuming you mean the clear "dust shields" for plates that are supposed to help you beat tickets? Never really understood the point of them anyway, they do nothing.
