You should be able to sand it any way you like. I'd go for the most efficient, which would be the belt sander. But you could certainly also do it by hand. So long as the plywood comes out smooth.

Whichever way you want and you can do best. By hand takes a LONG time. I'd got for orbital because I've got a good one and it really is quick, whereas the belt takes it down too quickly in one area without moving it quickly.

I would use an orbit sander, stay away fron the belt sander, the veneer on plywood is very thin, Sand relatively slow even strokes, swirls are hard to remove from the veneer. Sand paper grit to use: P120 to clean up marks P180 for finish

You can buy plywood already smooth or at least smooth on one side called CDX. Sanding plywood is no easy task. using a belt sander will do a faster job but is harder to control the evenness. Use a vibrating sander if you must sand will take longer but will be much easier to control.
