To be persistent is fine for most things in life but not in a relationship. When you persist beyond the other persons sense of being comfortable with you or in your presence it then becomes stalking. Another way to understand it is when you try to impose your self or your presence on someone else. Then that person will begin to feel suffocated by your presence and automatically will say you are stalking. If you have someones phone and call say on Monday and that person tells you she will call you back in a few days but you keep calling her very frequently which is not what she said would happen, then it is also stalking. These two words can easily be confused and can and will get the person in legal trouble. Regards.
