The losing pitcher is the pitcher who is responsible for the run that gives the winning team a lead that the winning team does not relinquish. In your case, the starting pitcher gave up the first run and the opposing team never relinquished that lead so the starter is tagged with the loss. If the final score had ended up 10-9 and the starter's team never tied or took the lead after he gave up his first (and only) run, he still gets the loss.

I belive it's whoever gave up the go ahead run but I am not really sure. Good question.
