It depends what you feel more passionately about. It is perfectly possible to do both, you don't necessarily have to remain exclusively one or the other.

For the last 8 years or so, I have worked as a graphic designer AND a website developer, I enjoy both enough to maintain a balance between the two, and am lucky enough to have found jobs where I can have the experience of doing both. In this day and age, though, it is becoming more and more common for employers to expect their employees to be multidisciplinary when it comes to the creative side of things.

If you truly wish to specialize in one or the other, I would go with web development if you are more geared towards technical things like computer languages and programming. If you are more purely creative, go with graphic design. If you are dedicated, driven, and detail-oriented, you can make very good money doing either (or both). Good luck!

You could do both into one career. If you really love both of them, jus see if you can fit them together. If there is a will, there is a way.............

Website development currently pays better. Both careers require similar design skills, Website development of course requires more technical skills. If you're daunted by the technical requirements of writing "Flash" and "PHP" code, and prefer the creative side, Graphic Design might be a better fit. But if you love the technology, and really can't get excited about 200 types of paper stock and the subtleties of the Baskerville typeface, go with Web development. You can hedge your bets too, if you finish a degree in Graphic Design, you can go back for a 1-year diploma in Web Design in programs like this one:
