There is a really good explanation of bhp (brake horsepower) at http://en.wikipedia.org/wiki/Horsepower
If the sputtering only happens in neutral, it may be a rev limiter in the onboard computer system. My wifes Lincoln does something similar in neutral, but has no such sputter on the road.
This could be contributed to the piston rings. If you let a vehicle sit for a long time the engine cools and the piston rings shrink down and are no longer in contact with the cylinder allowing air to pass through and causing a sputtering sound due to the low compression. With a supercharged vehicle, the increased psi of the intake air and increased compression may be causing the air to force past the rings at higher rpms.
Of course it could be something simple as needing new plugs/wires, but I'm assuming you checked the simple things.
I don't think it would be the rev limiter in any case. The rev limiter will cause the engine to surge once the limit is reached, but I have never seen or heard about one that caused the engine to sputter.
