Stagger refers to the difference in circumference between the left and right side tires. On an oval track car designed to turn left, the right side tires will be slightly bigger than the lefts. This helps the car turn left. You can simulate the effects of stagger by simply rolling a paper cup. It doesn't roll in a straight line because it is bigger around at the mouth than at the base. Obviously the difference between right and left side tires on a race car isn't that dramatic, but that's the principle at work. Race teams have tire specialists who measure each tire and try to match them up into sets that will give the car its best handling characteristics.
