How would you get started in training police dogs? I know they won't just accept any dog from just anyone so are there special classes, do you have to be an officer?

You dont have to be an officer,but most police dog trainers are K9 handlers or have been somehow working with police dogs in the past...You can see if you able to join Police K9 unit near you area,they might provide some classes...
