The static display and screensaver used by a DVD player is in the player's firmware and cannot be changed. Since a Red Book CD does not include any video information, there is no need to have your television turned on when you are playing a CD. Turn it off. The screen will be nice and dark and you will save a few dollars on your electricity bill by the end of the year.

It may also sound better. The noise from components that are turned on and not being used may adversely affect the audio / video quality on the components you are using. For example, when you're listening to a CD, turn everything off apart from the amplifier or receiver and optical disk player.

Footnote: If you are using the television to listen to CDs, do your ears a favour and listen to them through an amplifier or receiver with external speakers. The audio quality of televisions is rudimentary at best.
