I'd say it is up to the phytoplankton, the volcanoes and the sun. We can do what we can to conserve and reuse, but we're not affecting climate change.

Neither. It's nature, and nature will always take care of itself. That's not a blanket excuse to go around polluting and trashing the joint, of course, but don't make it your second job, and don't lose sleep worrying about such things. The earth warms, it cools, it warms again. It's really no big deal.

Government. Individuals have already shown that they will not or cannot save the earth. For instance, if everyone knows that solar or wind power is the way to go, but the technology is way outside of the budgets for average consumers, then govermental assistance is needed, if we care about the future of our species on this planet.

Neither... Controlling climate change would be like saying we can control the orbit of the Earth around the Sun.. or like saying we can control the temperature of the sun. But yes, pollution sucks.

Is this the climate change that is making everything so cold all the time? If there is ever a long warm if not hot summer again where I live, maybe I'll start to believe in global warming. From where I stand I would be more likely to believe in global cooling. If your question is in regards to global warming then I don't have much of an answer because I don't believe in it.
