If you have sent repeated (provable) notifications to the landlord, you have the items fixed and deduct that amount from the rent you do pay. Send the landlord the receipts and a check for the difference of the rent. I'd sue the landlord and report the home to the local housing board or county. The stairs are a safety hazard.

You are jumping ahead. You are entitled to have the problems repaired, but first the landlord is entitled to notice of the problem and a reasonable amount of time to fix the problem.

Have you requested that your landlord fix these problems? Did they ignore, your request? Keep copies of all documentation. You do have renters rights, depending on where you live, but you have to handle the situation properly.
