No, the Harvest moon only happens nearest to the autumnal equinox which is around Sept 23rd. During harvest time. Each of the moons actually has a name like that or several names, according to what happens at that time of year. The Harvest Moon is also called the Elf Call moon as that is when the elks start their bugling.

The moon seems big and close and yellow when it is just above the horizon. At this time it looks big because there are other things around it (trees buildings ect.) that are a reference to how large it really is. Later when it is higher in the sky it looks smaller because there is nothing to reference it to. It looks yellow when it is low because you are looking at it through more of the earth's atmosphere. The pollution in the air gives it a yellow color.

That's called moon illusion. It's because the moon is so low in the sky when it's full and seen from that angle we think it's bigger. It's just an optical illusion. It happens with each full moon, though some do appear bigger, like the harvest moon and the hunter's moon in Oct. I know you will swear it's bigger, but it if you hold something up to it when it's 'huge' like a finger tip or a coin and then do it later when the moon is much higher, it will be the same size in relation to the object. I didn't believe it until I tried it. I used to insist it WAS larger. But it's not:-)
