Did you mean "Why is science based on observation?" This attaches it to factual events instead of a belief system. Also, one can adjust one of the variables and then observe the result, and then change another variable and observe, etc.

It's more likely based upon your senses and ability to measure your findings using instruments or just the human mind to determine what was observed.

maybe what they're getting at is the way people interperite things and act, is a dependant factor on enviroment elements and biased representations (aka the science of advertising and marketing) just a guess though
