the other one is attacking the baby. what you need to do is take them both out of this cage and put them each in their own cage so you can introduce both of them to this cage at the same time. because your other one is attacking the baby because he thinks thats his territory.

It doesn't sound like a bad thing to me. Could just be new feathers. If you look closely, it might just be new feather quills (sometimes called blood feathers)growing out. When new feathers first start growing they have a sheath of this grayish scale on the outside so the feather is protected while it's growing. When the sheath comes off, the feather will be exposed and it will fluff out and be all pretty and new. And that could partially explain why the older bird is preening the other one so much. He is just grooming in those new feathers, removing old one and making way for new. Does that sound like it? If not, could you include a photo in an answer here?
