What can I do for a mustey, damp smelling basement? I can't afford a dehumidifier right now so I need something in the meantime. Thank you

Try a 50/50 mix of bleach and water in a spray bottle. Spray all the walls and ceilings. After spraying, keep the area heated. This can be done with a regular space heater. Keeping the area heated will reduced mold and mildew growth, and help keep it from smelling musty.

One part vinegar to two parts water spray it all over your basement it'll kill the bacteria that cause the odor.
