It all depends on many factors.
The best deals I have found are with new start up companies, check with your local business licencing office, you can usually view the list for free but must pay for copies. You must check it regularly saw every 2-3 months.
Also if you are close to a community college or college that has viedo or film making clases, hire a student or the deptment head should have names of recent graduates looking for work.
Also local public broadcast stations have employees or interns that like to make money on the side producing as well.
Check with current big companies in your area for their hourly rate and try to pay at least 1/2 or 1/3 of that rate to these ones like I listed.
