That usually happens on Sesame Street where on occasion it may rain monsters such as Cookie Monster, Elmo, Grover and the other monsters. It is an undocumented freak phenomenon but it has been known to happen.

When it begins to rain, someone yells "The monster rain is coming." You then hide underneath the porch and perform fellatio on your friend, who then returns the favor. Lil' Jimmy watched the weather report with great excitement, in hopes that a low pressure system would bring the Monster Rain. 2. monster rain 108 up, 22 down A childhood game played by young boys. You hide from this imaginary rain by running under the porch and giving each other oral treats. Why don't you invite Jimmy Robinson over to play monster rain?
