The logic involved in this question is flawed. While warmer weather will cause more water to be evaporated, this does not mean more clouds will be present. A trend that is becoming more and more evident, thought to be from global warming, is weather patterns are becoming more severe. So, areas stricken by drought are going longer without raid. Areas being flooded by heavy rains are receiving more and more water, worsening situations. Polar ice caps are melting, raising water levels in the oceans and threatening arctic and antarctic life. Also, clouds don't "cool down the earth"
