Theres are 2 main reasons for this. Guys are confusing things but I think I might know the answer. He may find you attractive. Or he may be being stupid and showing off in front of his mates.

Men usually whistle after women which they find attractive. Skin color doesn't play any kind of role.

It sounds almost as if you can't believe a white guy can like a black girl. I find that to be surprising. You must be very attractive if ANYONE is whistling at you.
