Yes. Windex is mostly water, and even if a bit seeps through the corner seals, it'll disperse to the point where the concentration of the cleaning agent will be so low that it won't hurt the fish. In fact, they'd be exposed to a higher concentration of those chemicals in the wild. If you're concerned about spilling any into the tank, spray it on the cloth, not the glass.
