You are gonna need some kind of polymer or a starch.

IF you fold paper it gets harder. Try folding any piece of paper 7 times in half. good luck on the 7th fold. i'll be like solid wood. If you just want to stiffen the paper you can use what model airplane builders use to stiffen their crape paper wings. Available in any hobby store.

You could use polyester resin, which you can usually find at specialized places that supply car body shops...it won't look like an ordinary piece of paper...it'll be a bit thicker and glossy

Dip in water and then freeze it..........hows that??

If you only need it hard temporarily, put it in a photo dryer, a dehydrated piece of paper is harder than a humid piece of paper.
