In Florida. My HOA says there is no money to maintain the common areas. If the city steps in due to code violations, who pays that bill?

I live in a twnhm with 3 dogs. The HOA just revised bylaws to allow 2. Can they make me give up 1? The rule did not exist when I moved in.

I put a baseball field in my backyard, field only grass infield, no fence ect. My HOA rules state anything over $1000 needs approval.

You're reading I want to have open houses to help sell my condo. The HOA rules prevent signs for esthetic reasons. All other condos in my area allow signs for open houses. Can my HOA hinder my ability to compete and prevent temp signs on the sidewalk and outside area?
