Which should I do first, straighten or highlight my hair? And how long after I do one can I do the other?

Highlight, then straighten. Once the colour is set, it should be fine to straighten your hair

Both highlighting and chemically straightening are incredibly damaging procedures. Chemically straightening blasts open your cuticle and dissolves the S-bonds that hold curl together. Highlighting blasts open the cuticle and strips the pigment out of your hair. I've been doing hair for 10 years, and I would not do both procedures on the same head of hair.
