  • If you are simply adding 4 more workstations, I wouldn't upgrade at all. You can purchase additional device CAL licenses for the 4 workstations and use those CALs if you decide to upgrade later. Windows 2003 R2 does have some great enhancements to GPOs and is a stable platform. 2008 has some enhancements to virtualization, terminal services, and network performance. However, for the size of your network, I doubt that you would benefit from any of these enhancements. If you are wanting to upgrade, I would recommend 2003 based on functionality, familiarity, and TCO.
