Umm, are you all wearing caps and gowns to the ceremony? Then you should wear what is comfortable underneath. If not, ask your school what is considered appropriate, and dress accordingly. If they have no guidelines, then wear what you would wear to a house of worship - nothing flashy, something respectful. You could also wear the same outfit to the tea party - or perhaps something a bit shorter, if it is in the afternoon.

Do you have a graduation gown, or just wearing a dress? If you have a gown, you need to be aware of the color of dress you wear. Under a white or light colored gown, a light colored dress is appropriate. I always like something that strikes just below the knee or a little longer, so it doesn't show below the gown. If no graduation gown, I'd go with a nice tea-length dress. Not anything formal or over-the-top, but something pretty that makes you feel comfortable. You could probably wear the same thing for the tea-party. The tea-party could be semi-formal if you like, and since it's summer, I'd stick with light weight material and light colors.
