Several reasons. If there were two, someone would pick it up. People don't throw shoes out by the side of the road; if they're going to throw them out, they throw them out together, and it's not going to be from a moving car. So a shoe by the side of the road has been lost, and you usually lose one of a pair at a time, not both. It may have been carried there by a dog, fallen off a truck, thrown out a window by a child... Furthermore, it requires a steady output of organizing energy to keep pairs of things together--I have three dozen tape cassettes without holders, and three dozen holders to which I can't find the cassettes, and they never seem to get back together. Out by the roadside, nobody is keeping that pair of shoes together, so there it sits.

Because if they intentionally threw them away they'd be hanging off a telephone wire.

Because people dont tie the shoe laces together, so when one falls off their car or truck, the other one has to wait for the next 15 bumps before it can jump too.
