There isn't a tried and true fact on this subject, but there are plenty of theories. One would be that the toes are far away from the circulatory system. Fingernails are closer, thus keeping them growing at a faster rate. Another theory is that our hands are used more than our toes. This constant use causes them to get smashed, broken, or ripped off. This creates a demand for growth, thus causing them to grow faster.

Not so sure that the premise is true? I think mine grow about the same rate.

If the theories were true, wouldn't they be applicable for apes as well? If human beings did evolve from monkeys, then our finger nails and toe nails should grow at the same rate, just like the monkeys, but that doesn't happen!
