    That's basically it in a nutshell. Women have breasts, and guys like looking at them.

    I myself am not completely innocent of this fact. What bothers me is I'm not even sure why I do it. I just do.

    I haven't really noticed this. The guys where I live are pretty good at making eye contact with me as well as engaging in meaningful conversation.

    I don't think this is a problem for most men. I know I don't have that problem, BUT, to address the root of your question, men who have this problem are generally shy, lacking in experience, and don't believe they are good enough to get that particular woman.

    because eye contact means flirting. the men may not want to flirt. they may have committments already. maybe they cant afford to flirt. they cant back it up. they have no follow through.

    I had to train myself to maintain eye contact with anyone. It seems that a lot of people's natural instinct when maintaining eye contact is to look away. But, if you're pretty enough that they're not looking at your eyes then you should consider yourself lucky! jk
