At least in the US you can certainly write a check (or cheque) to cash and cash it. If you don't have a debit card that is the only way to get cash (at some banks). However, if the funds are not in the account then no, you can't cash it unless you have some kind of overdraft protection like a line of credit attached to the account. Writing a check with no funds nor OD protection to a store or non-bank establishment will result in a bounced check and further fees. Not fun.
