No offense intended, but all you had to do was search the Constitution. (It is really very easy to find copies of it on the internet.) I was pretty sure that it was in there. So, I just did a case-sensitive search for references to "Vice" in the copy that I keep on my computer. This ran be through every reference to the Vice President until if found the clause for which I was looking. To be quite honest, I find it disturbing how many people don't know what the Constitution says. It is the most important document in defining the legal system of this country yet your teachers and the people at the other answer site did not even think to do something as simple as search it for the answer to your question. I do not claim to be an expert in Constitutional law. (I am not even a lawyer.) However, I think that our politicians and judges would be able to get away with less of the stupidity that they do, if the people of this country would just read and understand the Constitution.
