There are different qualities of lace, some soft and some scratchy.

A good quality bra will be comfortable no matter the material. My lace ones are quite lovely and not scratchy or chaffing.

I have one particular lace bra that bothers me. Not because of it chaffing or scratchy. It's because my nipple rings keep getting caught in them >:(

Sometimes. Lacy panties are worse (very sensitive skin).
