Start with the right Bra that either makes you look bigger or smaller and then look for tops that fit smooth and slightly loose from the armpits around the front not pulling tight. Try V-Neck OR Scoop and see if it Excentuates your size and then Acessorize with a scarf or another shirt under like a thin Tank to help smooth things.
Also there is a "T Seam" Under the arm where the side, collar and back meet and the way it is sewn dictates the fit in the front making the wearer look fitted or loose and it can create that "Horizontal Pull" across your Boobs and if your Nipples poke through it will give you that skinny line!

They are great because they have sizing for both your waist and your bust size.
It not more on the clothing alone. It starts with your bra. If you have push-up bra then it would look more bigger than usual. Change you bra first then a black color shirt will have it look more smaller.
