    It's where the capiliaries widen towards the edges of the skin. You may look a bit red because of the blood in that area. This happens when you're hot and need to cool down, the body is letting some heat out of the blood via the skin. I know you haven't asked but vasoconstriction is where the blood moves away from the surface of the skin, the capiliaries narrow and the blood surrounds the vital organs to protect them with its heat. This happens when you're cold.
