Remember touching your face also creates pimples and your diet such as greasy foods. Popping pimples also just makes it worse. I mention these just to make sure all your bases are covered.

There is a product called proactive. Have you ever tried it? I heard it works.

The best thing you can do is just to cleanse it daily, and moisturize it. If the OTC acne stuff doesn't help, then don't use it. Try to keep your hands off your face during the day, and make sure your diet is pretty healthy. You already said you drink lots of water. I don't know if you are male or female, but hormones can play a part in this too... if you're female, and your pimples tend to show up every 4 weeks or so... there's a pretty obvious cause :)

I used to find the sun would help. Sit out in the sun for a while each day if you can.

Do this morning and night(before bed) and your skin should clear up in about a week. This is the ONLY regime that worked for me, I tried EVERY over the counter product and was contemplating using Accutane, I suffered with moderate/severe acne for three years, and I have been acne free since 2005. I use noxzema. All I can say is be vigilent. I wash my face once a day and use the out of shower clensing pads twice a day and the second I miss a clensing I break out all over. as long as I stick to it though my skin is pretty much perfect

drink lots of water.avoid more exposure to sun.or else use umbrella.dont use any kind of sunscreen lotion on your face.wash your face thrice a day.dont forget to use milk on your face.wash it off after 5 mins with cold water. alternative options: 1 teaspoon honey+4 drops of lemon.mix it well and apply on your face for 10-15 mins twice a week.wash it off with cold water and do apply mild cream like nivea. rose water will be the best solution for you.you can get it at any indian store.rose water can be used as cleanser,toner,and astringent as well.

there is a perfect product out there for you, you just have to find it. Salicylic acid aka Beta hydroxy works great-Neutrogena has a few cleansers with it in them. Its the only product known to disolve facial oil. Ten O Six toner from Bonne Bell kept me pretty pimple free through out jr and high school. Alpha Hydroxys are great, hard to find though, try drugstore.com or Ulta beauty stores. Alpha Hydroxy helps to exfoliate top layer of skin, leaving it nice and clear, beta hydroxy disolves oil, shinks pores.

The only guaranteed way to clearer skin in the whole wide world is the 'Body Shop's' Tea Tree Soap. (A green bar of soap) not the face wash ‘the soap’ stick with & you will see the results.

I wash my face everyday when i take a bath with phisoderm and then use astringent pads. My issue was always that I ended up being allergic to everything. So I had to really try hard to find stuff that worked. I use OXY pads and sometimes STRIDEX pads depending on the mood. Try to avoid switching products too much that really causes issues. And try to prevent cleaning ur face TOO MUCH it is possible!! It strips ur face of all the natural oils<obiously>. But then it causes ur face to over produce oil. You have to find a good balance and not use anything too strong. These things helped before i became allergic: proactiv, acnefree, medicine bottle of stuff you mix together, neutrogena basic old timey stuff orange oil free cleanser, apricot scrub st ives (good stuff), dove foaming cleansers just add water (fav cucumber), toners and astringent from noxema, and that foaming cleanser thats completely clear and is soap free and hypo allerginic(this one worked best of all probably and I didnt become allergic). Really its just about finding what is good for you. Dont use anything that is too harsh. Try going to ur local library and check out herbal sauves they might help you. good luck.
