Some prime ministers never did speak english very well (eg, jean Chretien). It doesnt cause a great problem, most of them speak french well, right now its like the first prime minister not brought up french. He still speaks french fine though, and by french we mean french canadian, its very different from real french!

The damned tail is wagging the damned dog. French speakers means Quebeckers. An insignificant minority. Why should all the rest of us be forced to learn their archaic language, which does no one any good outside Quebec? They think they are a province of France, not of Canada.

In France, Belgium, Switzerland, Louisiana, and a few other French-speaking places, it was always the same. When I spoke French, the people were warm, cordial, and friendly. When I spoke English, however, they invariably began to look down on me. It's almost a racial complex, blaming the English-speaking world for their own inferiority. I don't travel any more, and my French has become rusty and corroded. I confess: I'm not Canadian but Texan. Our Mr. Bush is much more fluent in Spanish than your Mr. Harper is in French. But America has no official language, whereas Canada has two. Is that fair?
